Inventory of air emissions

The purpose of the Regulation respecting mandatory reporting of certain emissions of contaminants into the atmosphere is to collect information relating primarily to contaminants responsible for increasing the greenhouse effect, acid rain, smog, and toxic pollution. By applying this regulation, the Ministère will be able to produce a comprehensive picture of the principal air emissions, thereby making it possible to monitoring the state of the environment more closely.

The contaminants referred to in this regulation are greenhouse gases, the main air contaminants, such as sulphur dioxide, nitrogen oxides, particulate matter and volatile organic compounds, as well as toxic contaminants like metals and organic compounds.

In addition to data on air emissions, Québec establishments must provide certain information needed for calculating emissions. This includes data on fuels used and their characteristics, data pertaining to production or raw materials, and the emission factors used. This data is confidential and will be treated as such by the Ministère.

2020 Report

Emitters must report their emissions in accordance with the Regulation as amended in December 2019.

The most important information for reporting your greenhouse gas emissions is provided below:

  • Covered emitters must submit the required information no later than June 1, 2021
  • The reporting threshold for GHG emissions is 10,000 metric tons of CO2 equivalent, with the exception of fuel distributors whose threshold is set at 200 litres.
  • New global warming potential (GWP) adopted in December 2020 can’t be used for this reporting year.
  • For emitters covered by the cap-and-trade system for greenhouse gas emission allowances:
    • The verification report must be submitted, by email, no later than June 1, 2021.
    • For the 2020 report only, the site visit during the verification can be carried out virtually, except in the following cases:
      • It is the accredited body’s first verification of the establishment.
      • The previous verification resulted in a negative conclusion regarding the report’s accuracy and reliability.
