Owing to its many roles and omnipresence, water nourishes Québec’s cultural and collective imagination. The 3.6 million freshwater bodies, tens of thousands of rivers, and the St. Lawrence cover 22% of the 1,667,712 km² that make up Québec’s immense territory, and stretch from the Ottawa River to the Magdalen Islands and all the way to the Inuit village of Ivujivik in Nunavik.

The Québec Water Strategy 2018‑2030 builds on the National Water Policy launched in 2002. The strategy is the result of serious government reflection that takes the full range of past experiences into account. It is also based on an extensive series of consultations held with 140 organizations in the water sector throughout Québec and comments made by some 300 citizens during an online public consultation. It provides an inclusive vision for 2030, as well as broad guidelines for achieving integrated, sustainable, and equitable water resources management. The strategy will be implemented through three successive action plans. Taken together, the measures put forward in the first action plan (2018-2023) represent investments of over $550 million.
