Application by the City of Ottawa to lift the ban on water transfers outside Québec

Public consultation, June 21 to September 21, 2021

 

Public Notice is hereby given that the Government of Québec is evaluating the possibility of lifting its ban on transferring water out of Québec.

The City of Ottawa has applied for authorization to withdraw 700 million litres of water per day from the Québec portion of the Ottawa River in order to supply its population with drinking water, for use in Ontario.

On March 29, 2021, the City of Ottawa submitted an application to lift the ban on transferring water for its use, on the basis of public interest. The water withdrawal provisions set out in the Environment Quality Act (EQA) prohibit the transfer of water outside of Québec.As such, an analysis of the City of Ottawa’s water transfer application requires a public consultation specifically regarding the lifting of the ban on water transfers outside of Québec.

The review of the application will involve the following steps:

  • May 21–June 21, 2021: Public Notice
    The public is notified at least 30 days before the public consultation begins.

  • June 21–September 21, 2021: Consultation process
    The public consultation lasts three months. Comments must be received by September 21, 2021.

  • Starting September 22, 2021: Decision-making process on lifting the ban
    The decision on the request to lift the ban, allowing the City of Ottawa to supply its population with drinking water, will be made by Order-in-Council.

From June 21, 2021, anyone wishing to submit comments should follow the instructions set out in the public consultation form.
