Public Notice is hereby given that the Government of Québec is evaluating the possibility of lifting its ban on transferring water out of Québec.
The City of Ottawa has applied for authorization to withdraw 700 million litres of water per day from the Québec portion of the Ottawa River in order to supply its population with drinking water, for use in Ontario.
On March 29, 2021, the City of Ottawa submitted an application to lift the ban on transferring water for its use, on the basis of public interest. The water withdrawal provisions set out in the Environment Quality Act (EQA) prohibit the transfer of water outside of Québec.As such, an analysis of the City of Ottawa’s water transfer application requires a public consultation specifically regarding the lifting of the ban on water transfers outside of Québec.
The review of the application will involve the following steps:
From June 21, 2021, anyone wishing to submit comments should follow the instructions set out in the public consultation form.
