International Climate Cooperation Program

The International Climate Cooperation Program (ICCP) supports the implementation of Québec initiatives to fight climate change in vulnerable Francophone countries.

Background and objectives

With a budget of $23 million, the ICCP enables the implementation of climate change mitigation and adaptation projects in Francophone countries in Africa and the French West Indies.

More specifically, the initiatives carried out under the program must support achieving the following objectives:

  • Develop and consolidate international partnerships to fight climate change
  • Empower local populations, especially women and youth, to fight climate change
  • Promote Québec’s expertise in the fight against climate change internationally

The climate crisis is exacerbating the fragility of vulnerable countries. Faced with this reality, Québec has adopted the means and tools for providing financial aid to certain countries of La Francophonie, thereby contributing to global efforts to fight climate change.

The ICCP is financed by the Electrification and Climate Change Fund (ECCF) and falls within the framework of action 4.2.3.2 of the implementation plan (IP) of the 2030 Plan for a Green Economy (2030 PGE).

Eligibility

Eligible organizations include:

  • Québec companies
  • Québec non-profit organizations
  • Québec research and post-secondary educational institutions

To be eligible, a project must:

  • Be carried out in one or more of the targeted countries;
  • Be carried out in collaboration with one or more local partner organizations from one of the targeted countries or under the leadership of such an organization;
  • Target climate change adaptation or mitigation measures in one or more of the following areas:
    • Organization governance
      Promote better management of the fight against climate change in local partner organizations, particularly by strengthening governance;
    • Research
      Promote the development of technical and scientific research solutions in the fight against climate change and enable local populations to apply the results;
    • Clean technologies
      Promote the transfer, adaptation, deployment and long-term use of proven clean technologies originating in Québec or for which expertise has been developed in Québec;
    • Local economic development
      Foster low-carbon and climate-resilient local economic development;
  • Contribute to innovative initiatives that meet the program’s objectives and local needs.
