Draft Regulation to amend the Regulation respecting a cap-and-trade system for greenhouse gas emission allowances

In 2013, Québec set up a cap-and-trade system for greenhouse gas emission allowances (C&T system) to fight climate change. Its primary objective is to encourage businesses and citizens to innovate and change their behaviour in order to reduce GHG emissions.

The Draft Regulation amends the Regulation respecting a cap-and-trade system for greenhouse gas emission allowance in order to consolidate the implementation of the C&T system in 2021 and for subsequent years. The proposed regulatory changes are of a technical nature and aim to clarify existing elements, provide a framework for the withdrawal of Ontario as a partner entity, modify the terms of sales by mutual agreement by the Minister and allow harmonization with the Regulation respecting mandatory reporting of certain emissions of contaminants into the atmosphere.

The draft regulation is published in the Gazette officielle du Québec and includes a 45 day public consultation.
